SUMMARY OF JURY VOTING PROCEDURE
General.

Irregularity rule.
For example:
• The fist jury member gives 70 points; • The second jury member gives 72 points; • The third jury member gives 75 points; • The fourth jury member gives 78 points; • The fifth jury member gives 71 points; • The sixth jury member gives 65 points; • The seventh jury member gives 50 points.
The average score of all jury members is 68,71. The seventh jury member gave 50 points. 68,71 –50 = 18,71 > 16. The irregularity rule must be observed for the seventh jury member, and a new average counted out of a sum of the points awarded by other jury members. (70+72+75+78+71+65+ (50)) / 6 members = 71,83 points.
First round.
• Not more than 15 (fifteen) participants enter the second round of the Competition. • The meaning of the 1st. round points:
70 points and above – the participant passes to the next round; 69 points and below – the participant does not pass to the next round. • Right after the VOTE COUNTING COMMISSION session, the list of the results without the presence of the participants' names presented to the jury. The jury decides the number of participants in the second round by voting. • After the number of passing to the next round participants named, VOTE COUNTING COMMISSION selects participants who got 70+ points from each jury member. If there is an exact number or fewer Contestants as seats in the next round, they automatically pass to the competition's second round. Suppose more participants got 70+ points from each jury member than the seats in the next round. In that case, the points counted, the irregularity rule observed, and the most points scoring participants pass to the second round of the competition. • If there are remaining places in the next round, the VOTE COUNTING COMMISSION selects participants who got 70+ points from six jury members. Their points counted, the irregularity rule observed, and most points collecting participants take the remaining places in the second round of the competition. • The above procedure repeated with participants who got 70+ from five and four jury members until all seats in the next round are taken.
Second round.
• Not more than 6 (six) participants enter the final round of the competition. • Besides six finalists, Candidates to the final may be announced. Candidates are invited to the final if one or more finalists cannot participate at the final of the Competition. The result in the second round ranks the Candidates. • The meaning of the 2nd round points: 80 points and above – the participant passes to the final of the Competition; 79 points and below – the participant does not pass to the final of the Competition; • At first, the VOTE COUNTING COMMISSION selects participants who got 80+ points from each jury member. If there are seven or fewer such Contestants, they automatically pass to the final of the Competition. Suppose more participants got 80+ points from each jury member than the seats in the final. In that case, the points counted, the irregularity rule observed, and seven most points scoring participants pass to the final round of the Competition. • If there are remaining places in the final, the VOTE COUNTING COMMISSION selects participants who got 80+ points from six jury members. Their points counted, the irregularity rule observed, and most points collecting participants take the remaining places in the final round of the competition. • The above procedure repeated with participants who got 80+ from five and four jury members until all seats in the final round are taken.
The Final round.
• The jury does not consider contestant performances in the previous rounds; the Contestant points in 1st. And 2nd. Rounds as well are not summed nor counted. • 1st Prize – 10 000 Eur is indivisible. • 2nd Prize – 5 000 Eur. The second prize can be divided if the 1st prize is not assigned. • 3rd Prize – 2 000 Eur. The 3rd prize can be divided if the 2nd prize is not assigned. • Three Diplomants – 1000 EUR each. • The sum of the prizes mentioned above must not exceed 20.000 euros.
The First stage of the Final voting.
The meaning of the final round points: 70 points and above – the participant deserves Diploma of the Competition; 69 points and below – the participant does not deserve Diploma of the Competition;
• Three most points scoring Competitors pass to the next voting stage. The VOTE COUNTING COMMISSION announces the result to the jury members in alphabetical order. The points collected by the participants will not be announced.
The Second stage of the Final voting.
• Only three Competitors are eligible to participate in this voting stage. Named bulletins handed to the jury (with the names of each member of the jury). Jury members vote on blank bulletins by writing only one name of a Competitor for the 1st prize. The abstention in this stage of voting is not possible. • After counting the votes, in case there is a simple majority (e.g., 3-2-2) – the name of the 1st prize winner is announced to the jury by the VOTE COUNTING COMMISSION. • If two candidates score an equal number of votes (e.g., 3-3-1) – the Chairperson has a decisive vote. • If the Chairperson voted for the participant who received the least votes (3-3-1), the first prize winner would be announced the Competitor who scored more points in the previous final voting stage. • If two participants with the highest number of votes score an equal number of points in the first stage of final voting, the Chairperson points from the first voting stage to have a decisive vote. If both finalists in the first stage of the final voting are evaluated equally by the Chairperson, this will mean that the first prize will not be awarded. The 2nd prize will be automatically awarded to both participants who scored the same points, and the 3rd prize will be awarded to the participant who scored the least votes in the second stage of the final voting. • If the first prize is awarded, the above procedure to be repeated for the 2nd prize award.
